Houston Mayor John Whitmire says the worst may be yet to come as more rain is expected this afternoon. Kingwood has been hit particularly hard by flooding. Whitmire also said that Harris County Judge Lina Hidalgo would be issuing evacuation orders for parts of Harris County.
